Meme: Fic Recognition

Stolen from elrhiarhodan because I'm not sure I can do it and I need a challenge.

From my Yearly Story Roundups, find a fic and choose a passage.

Then, post your passage in the comments below, and I will try to guess which fic it's from. If I get it correct, I'll share some information about the story - backstory, character motivation, possible future story ideas or cookies, etc. If I get it wrong, you'll give me a brief A/U prompt and character(s) for a brief ficlet.

In the months before Tony's arrival, boys had been turning up beaten and raped prior to their death. Detectives had managed to scrape together enough to know that someone was using runaways for prostitution, but they couldn't pin anything down. So the idea had been hatched to get an undercover guy with no ties to Philly to try to get in on the inside. With applications out across the country looking for a change from Peoria, Tony was selected.

But since you are the only one to ask, you get a prompt anyway. There is a catch. I'm toying with doing the November Rough Trade challenge that Keira Marcos has. This one has a requirement for a theme of soulmate bond(s) and the ramification of such bonds on the people on the story. It doesn't have to be romantic and doesn't require a happy ending. The goal is 50k words.

So if you can help me come up with an awesome prompt...

This challenge sounds very intriguing! *ponders*

Can this be fanficcy or does it have to be original? I've got a couple of ideas floating around the ol' noggin'... :)
