Summary: Two of them always stopped short, but the for the third one, stopping was not an option.

He always held back what he really wanted to say, what he really wanted to do. He hadn’t made a conscious decision to be that way, it just happened. He told himself he had a valid reason. Losing a wife and daughter was decent justification in his mind. But there was always a little part of him that wanted to say something other than a sarcastic jibe, a gruff order or a head slap to the back of the head. He wanted to tell Tony he thought of him as a son, but he always stopped short of saying it.

He never was sure what to think when he saw that look cross Gibbs’ eyes. It was a look he had seen many times, but never directed his way. He had seen it pass between his friends and their fathers; that flash of pride. His own father only got that look when he closed some major business deal. He knew he could just ask, but he was afraid of what the response would be. He could take not knowing what the look really meant, but to find out it meant nothing would be worse. He always stopped short of asking.

She had watched them since the day Gibbs had brought a Baltimore detective into her lab in the middle of a case that had crossed into the detective’s jurisdiction. Gibbs responded to the other man in a way she hadn’t seen. Not even Stan could both work a case to Gibbs’ high standards and still make him smile when no one was watching. But she watched and waited. Both men were too stubborn to talk about how they really felt. They both needed family and it was right in front of them. She wouldn’t stop until they told each other.

I almost left it with just Gibbs and Tony's responses... then the need to have 300 words overtook and I wrote Abby's side. :-)
